The issuance within December of the ministerial decisions in implementation of the "Jobs Again" law, gave the "green light" for the implementation of the new changes to unemployment benefits.
These decisions concern the Digital Register, the DYPA Digital Card and the Digital Individual Action Plan as well as the work allowance.
ME based on the decisions the system of deletion from the register is activated after 3 job denials, the payment of the work allowance and the "bonus" begins 300 euros for the long-term unemployed who are actively looking for work
Changes, which will be applied are the following:
1. Digital Tools
These are the DYPA Digital Card and the Digital Individual Action Plan, which are made available to the unemployed through the DYPA Digital Register and reduce bureaucratic procedures, making it easier to search and find a job that matches the seniority, The skills, their needs and goals.
- DYPA Digital Register: The existing register of the former OAED acquires new digital capabilities. By the decision of the Ministers of Labor and Social Affairs, Kosti Hatzidaki, and Territory and Digital Governance, Kyriakou Pierrakaki, the transition of the existing registers to the new Digital environment is establishedfrom 1ης January 2023. Registrants will automatically be transferred to the Digital Register without any action on their part. Henceforth job seekers will be registered in the Digital Register, following their application to the DYPA Information System, through the Unified Digital Portal of Public Administration (EPSP –gov.gr). The Digital Registry includes, including, identification and contact details, work experience, curriculum vitae and occupation or occupations sought, information on whether registrants are entitled to and receiving unemployment benefits or other benefits and facilities, for the existence or not of an individual action plan, as well as for the proposals made by DYPA for suitable jobs, for participation in employment programs and continuing professional training actions.
As noted in the Decision, "the digital profile of each registered job seeker in the Digital Register of the Ministry of the Interior. acts as his personal account, in which all the above data and information are collected, essentially constituting a "resume" of its owner, whose ultimate purpose is to facilitate his access to the labor market and his smooth integration into it, in order to make the coupling of supply and demand effective in the labor market".
- DYPA Digital Card: The unemployment card that currently exists in paper form is abolished and replaced by the DYPA Digital Card. By the end of the year, the DYPA Digital Card will be available for activation in the "wallet" (wallet) ofgov.gr (such as ID and driver's license). The Card will be interconnected with the Digital Register, so that the card holders, by showing it, prove to the individual bodies of the public or private sector that they are beneficiaries of the benefits, allowances etc. provided on a case-by-case basis.
- Digital Individual Action Plan: The Digital Individual Action Plan is drawn up by the employment advisor of the D.YP.A. in collaboration with the job seeker who is registered in the D.YP.A Digital Register. and is jointly decided by them. It includes personal characteristics, the professional profile and professional goals, as well as the actions the job seeker must take to find a job while it will be reviewed every six months (in 6,12 and 18 months) since the unemployed cannot find a job. The relevant Ministerial Decision defines the standard Digital ASD, which is attached.
2. Income criteria
For those who are registered in the DYPA Digital Register for a period of timeover 12 months, the aids, benefits and facilities established by the State will be paid with the respective incomes (not assets) criteria applied for granting the heating allowance which are:
– family income up to 16.000 euro for singles, in widowhood, at a distance,
– family income up to 24.000 euros for married couples or parties to a cohabitation agreement increased by 3.000 euros for each child
– family income up to 27.000 euros for single parents, plus an additional €3,000 for each child after the first
It is noted that according to the data presented, one in three long-term unemployed are registered in the DYPA registers for more than 5 years while 40.000 persons registered in the register for more than one year, have an annual income of over 20.000 euro. From them:
- the 13.000 have income over 30.000 euro
– more than 15.000 have been registered for over 5 years
– 1,232 with income over 30.000 euros are registered in the register for over 10 years.
In addition, there are cases of individuals who remain even 20 years registered, while declaring incomes 50.000, 60.000 or even 100.000 euros per year and live in expensive areas. Besides, it is a fact that while unemployment is steadily decreasing, those registered in the DYPA register are not correspondingly reduced.
The benefits and benefits to which the new income criteria for those over 12 months unemployed, as well as those that will continue if awarded without income criteria are as follows:

3. Work allowance
The Jobs Again Act established for the first time a work allowance for the unemployed who find work, while receiving unemployment benefit or self-employed unemployment benefit. This arrangement introduces a strong incentive and reward for finding work in a short period of time, (within the period in which the unemployment benefit is paid) and at the same time rewards the subsidized unemployed actively looking for and finding work. The work allowance is equal to 50 % of the unemployment benefit/assistance and is paid for the remaining time until the end of the unemployment benefit/assistance. For example, if the unemployed person finds a job 5 months after the start of its subsidy, which has been approved to him for 12 months, will continue to collect the 50 % of unemployment benefits for others 7 months, in addition to his salary.
4. Bonus for the long-term unemployed
With the Ministerial Decisions, the provision of the law for the granting of a one-time monetary benefit of the amount is activated 300 euros to the long-term unemployed (registered for 5+ years) who draw up a Digital Individual Action Plan, thereby effectively activating the job search. The bonus was introduced in order to address the alienation between DYPA and the long-term unemployed. Target, with the incentive provided, is to reactivate those who have been disconnected from the labor market for a long time in their search for work, but also to find out who really remain long-term unemployed and are really interested in a job.
The provision applies to those who were registered in the unemployment register for at least five years before the publication of the "Jobs Again" law in the Government Gazette, i.e. them 18 April 2022. DYPA's services have already started the preliminary work to approach the job seekers in question, who will have to book an appointment with their employment advisor on the DYPA digital platform myDYPAlive or at the local Employment Promotion Center.
