In his early days 2023 the first circular for the liquidation of the unemployed from the DYPA Registry will be issued before. OAED. According to information from Dnews, the new circulars are being drawn up to apply the new income criteria for the granting of benefits and allowances.
They are removed from the unemployment register for two years and even unemployment benefits are stopped after three refusals to accept suitable jobs. It is also foreseen to be deleted from the DYPA register for six months.
The penalty for refusal of acceptance by the unemployed also applies to training programs. The omission of the drafting of the Digital Individual Action Plan in collaboration with the employment consultant within the deadlines provides for deletion 6 months in the DYPA Digital Register.
In fact, the law to crack down on undeclared or underreported work provides that if an unemployed person is registered in the DYPA Register, begins to work and does not declare his employment will be immediately deleted from the Service's Digital Register and will not have the right to re-register before six months have passed. In case of a second violation, within twelve months loses the right to re-register in the DYPA Digital Register for two years.
As for the income criteria based on which some benefits in kind will be "cut"., such as free travel on public transport and medical coverage benefits for the young and long-term unemployed, the "Jobs Again" law that was passed with the aim of reforming the OAED, expressly states that these follow the income criteria for the provision of the heating allowance, as these applied the 2021.
This in practice means that if there is no amendment to the law, the income criteria will be annual total family income 14.000 euros for the unmarried, 20.000 euros for the married person with an increase of 3.000 euros for each protected child.
Those registered unemployed in the DYPA register found to have higher income limits will lose benefits, such as the scoring in the announcements through ASEP and in DYPA programs, participation in the social tourism program, free travel on public transport, the provision of medical care to unemployed persons aged up to 29 years etc..
Long term unemployed
Alongside, in the first weeks of the new year, the long-term unemployed will be invited, for a period of more than five years, to draw up their Digital Individual Action Plan with the help of a special advisor of DYPA, in order to start the search for the right job.
In case they do not come to the competent services of DYPA, they will be deleted from the list of DYPA for six months and they will cease to enjoy the additional benefits, such as free travel, additional scoring etc. Gradually, all the unemployed to remain on the DYPA list will be asked to draw up their individual action plan, with priority given to those looking for long-term work.
In fact, the new law incentivizes the long-term unemployed to rejoin the labor market, as with the preparation of their action plan they will receive a one-time allowance 300 euro, as long as they do not receive any other subsidy or benefit. It is noted that despite the fact that dozens of long-term unemployed with high incomes in their bank accounts and real estate have been identified, they remain on the OAED list for more than 6 months and continue to enjoy benefits, as the law has not been implemented.
In the Digital Individual Action Plan of each unemployed person, the professional goals of the job seeker will be reflected in relation to their previous employment and earnings, the knowledge, skills and abilities he already possesses and those he must acquire, as well as his formal and substantive qualifications, his place of residence and activity and other necessary information, in order to facilitate his access to the labor market.
The individual plan will include the individual sequential actions, in particular the training and specific job search actions that will take place or have already taken place in order to find a suitable job or one that will suit, as much as possible, to the qualifications of the unemployed job seeker. Upon completion of the Digital Individual Action Plan, the unemployed person now commits that he is indeed looking for work and DYPA is obliged to proceed with finding a job.
Conversion of unemployment benefit into work
Any unemployed person who is entitled to an unemployment benefit from DYPA finds a job during the period of his subsidy from OAED, he will not lose his allowance entirely, but he will take it 50% for as long as his subsidy would last at the same time as the payment of his salary. Thus unemployment benefit is converted into work benefit. However, this does not apply if the jobseeker is rehired by an employer, in which he had been employed in the two years prior to his registration in the Public Employment Service Register.
For example, unemployed person who will receive unemployment benefit 407 euros and the unemployment benefit stops being paid in May 2023, even if he finds a job in August 2022 Pleasant news as well 700 euros until May 2023 he will receive his salary plus half unemployment benefit that is 700 +203,5 = 903,5 euros for 10 months.
