It is the first time that they are part of the energy upgrade process and through the budget program almost 900 million. interventions will be carried out in public areas.
As shown by the Guide issued by the Ministry of Environment and Energy, There will be two types of application for participation in the program. The application for a type A apartment building will concern communal interventions and interventions in the individual apartments, while the application for an apartment building type B will include only communal interventions. Alongside, will be submitted by the representative and will only concern independent interventions for the upgrade of the common areas of an apartment building, without, that is,, to include interventions in the apartments.
It is noted that with the program, a basic percentage of subsidy is given horizontally to all owners 60% regardless of income, which is increased by 10% (via Covid-19 premium) for years 2020-2021, while giving an energy bonus 10% in the applications of an apartment building type A..

Application for an apartment building type A.
It concerns an application for an apartment building submitted by the representative of the apartment building and is linked to individual applications for individual apartments that include shared and non-shared interventions to upgrade them..
In order to apply for an apartment building type A, the following must be met cumulatively:
- The apartment building must have issued a Tax Registration Number (VAT number) "Apartment building management".
- Following a decision of the general assembly, A relevant application is submitted by a representative of all the owners of the apartments with data on the fulfillment of the eligibility criteria of the part of the building used as a residence, as well as individual applications from each of the apartment owners wishing to join the program.
- An Energy Efficiency Certificate is submitted that concerns the whole part of the building that is used as a residence, accompanied by an Intervention Proposal form.
- Shared interventions are carried out.
- Apartment owners who do not belong or do not want to participate in the program participate in the implementation of the interventions declared in the General Assembly Decision with own funds.
Application for an apartment building type B - Shared interventions
It concerns an application for an apartment building submitted by the representative of the apartment building and includes only interventions of the common areas of the apartment building, that is, it does not include interventions in the apartments.
In order to apply for a type B apartment building, the following must be met cumulatively:
- A Tax Registration Number has been issued (VAT number) "Apartment building management" for common areas and to have opened a bank account with IBAN number connected to the above VAT number.
- Following a decision of the general assembly, A relevant request is submitted by the representative of all the owners of the apartments with data on the fulfillment of the eligibility criteria of the part of the building used as a residence, for which the grant is calculated.
- An Energy Efficiency Certificate is submitted that concerns the whole part of the building that is used as a residence, accompanied by an Intervention Proposal form.
What interventions are foreseen
Specifically, include the following interventions to improve energy efficiency and reduce electricity consumption (in standby and traffic mode): a) installation of a variable speed system (inverter), b) installation of a reactive power compensation device of the electrical installation and c) installation of a variable speed system (inverter) with integrated reactive power compensation system. Funding for the energy upgrade of an existing elevator will only be eligible when, after the end of the interventions, will be installed in the elevator or systems (a) and (b) or the system (c).

Alongside, all components of the lift installed within the framework of the interventions must be in accordance with the current legislation on lifts and components for lifts (JMC 28425/2008).
After the completion of the works, the lift must be certified and registered in the lift register, in accordance with current legislation.
Upgrading the lighting of the common areas of an apartment building
The intervention includes the replacement of all lighting points with LED lamps and the replacement of the lighting timing system with an intelligent system that includes at least one of the following: motion sensors, day / night sensors, lighting activation point depending on input / output.
Supporting Documents for the Application of an Apartment Building Type A. & B (submitted by the administrator / representative of the apartment building)
- Decision of the General Assembly of Co-owners of an Apartment Building (Decision of the General Assembly) for participation in the program with specific interventions and appointment of a representative of an apartment building (Annex II Form) co-owners in the requested interventions.
- Building permit and / or other corresponding / additional legal document (such as the inclusion of the declared construction or use in a law regulating arbitrary constructions), from which to derive the total of the existing main use area (residence), auxiliary and common areas of the building, as recorded in the PEA (total surface). Additional legal documents include those that may apply to each apartment separately. The difference (m2) between total area of PEA and total area of main use, ancillary and communal areas listed in the above legal documents may not exceed the product of the number of apartments on 7 m2. Relative intersection that the above data (building permit, other legal document, PEA) are consistent with each other, as well as with the individual declarations E9 is made during the stage of checking the supporting documents that precede the final disbursement.
- If the address listed on the supporting documents submitted does not match the current address of the property, In addition, a certificate from the relevant local government is required, from which the identification of the property can be deduced.
- Energy Performance Certificate (A 'PEA), accompanied by an Intervention Proposal Form signed by the applicant and the energy inspector, which includes the combination of interventions of the first of the energy saving proposals recorded in the A 'PEA, as well as any additional savings / autonomy interventions that are not included in the energy saving proposals of the A 'PEA.

Energy inspector
In addition to the issuance of VAT and bank account (only for Type B Apartment Building Applications), the procedure provides for the issuance of an Energy Performance Certificate of the property and the completion of the Intervention Proposal Form by the energy inspector. The representative (and the apartments in case of a type A apartment building), provided they obtain the required supporting documents, submit an electronic application to the information system of the official web portal of the program on the start date of the program for apartment buildings.
Then, an automatic check of the data entered in the information system is carried out and if their validity is checked, the potential beneficiaries submit the application and it is included in the program until the available resources are exhausted. Then the decision to join the program is issued. After the implementation of the interventions, beneficiaries turn to an energy inspector again (different from the one that issued the first Energy Performance Certificate), to carry out a second energy inspection of their property and to issue the second RDP. On the basis of this second Energy Performance Certificate, and after the achievement of the energy target and the verification of the supporting documents, the payment of the incentives of the program to the beneficiaries is completed.
It is noted that the cost of the two energy inspections, the cost of the project consultant and any design costs are fully covered by the program, provided the application is included and the minimum energy target is met.
