At the Meeting of the Municipal Council of Kozani on Monday 18 October 2021, first item on the agenda was the presentation of the Action Plan for the Circular Economy of the Municipality of Kozani, which entered into consultation for the next period.
The project comes to implement the multi-bill broom of the Ministry of Environment entitled "Integrated framework for waste management", which incorporates EU directives. about waste, συσκευασιών και απορριμμάτων. This law activates anti-popular excavations that SYRIZA had foreseen with the National Plan for Waste Management (ΕΣΔΑ) introducing the slogan "I pay as much as I fly". This logic also permeates the Municipality's plan for the circular economy.
In this context, another hike is provided on the backs of the citizens, the infamous "burial fee" which from 20 euros per ton from 1/1/2022 will be launched at 55% the tone 2027.
Also from 1/1/2022 is charged to the municipalities and the cost of processing the waste of the Recycling Centers (ΚΔΑΥ),through the Waste Treatment Plants) either through combustion plants.
These are also provided by the plan of the Municipality. Creation of a circular economy park at the premises of DIADYMA in the mine of South Pedio where an "energy utilization unit" will be created, as it is now called waste incineration (RDF / SRF combustion – separated and homogenized high calorific value fractions, which consist of paper, plastics and other combustible materials). A hazardous waste landfill will also be created (eg Asbestos ) not only from the region of the Region of Western Macedonia but also from elsewhere as mentioned in the plan.
In short, the people are called upon to pay grossly to be charged with carcinogenic waste incineration and to turn the area into a waste dump for business groups to gain..
This is shown by the experience so far from the PPP model of DIADYMA with EPADYM for waste management. The clauses for the profitable operation of EPADYM provides 120.000 tons of waste and in this context we bring waste from other parts of the country so as not to pay for it. Respectively, the profitability needs for waste incineration and hazardous waste will lead to a similar need to "import" large quantities of rubbish and waste.. This, as the experience of similar projects has shown, also works to the detriment of recycling, since a large amount will be burned to produce electricity that will be sold., instead of being recycled. All this dressed in an "ecological" cloak and supposedly for the protection of the environment.
As part of the investments that will be developed, as mentioned in the discussion, they will be created 180 jobs. For what jobs these will be, it is enough to look at the employment relations in EPADYM, that employees work without a Collective Agreement and without receiving a heavy and unhealthy allowance in a job that is proven to be burdensome for employees. Also the plan of the Municipality states that the "green spots" , Material Reuse Centers can be undertaken by "social economy actors" , the well-known COINSEP (Social Cooperative Enterprises) violating any concept of labor rights ( Σ.Σ.Ε , hours, per diem, protection measures etc.) since employees will be considered "social entrepreneurs" and their income will be determined by unbalanced factors such as international prices of recyclable materials, etc..

This fact shows that they have blurred the minds of the technocrats who in the face of profits and see nothing else. Let the collaborators of the Municipal Authority rejoice.
We call on the people to draw their own conclusions. Not to accept the policy that haunts him, puts his health at risk for the profits of business groups. Unions and organizations to organize their fight against the increases in municipal fees, against waste incineration to protect the environment, to protect his health. If anything proves the Municipal Circular Plan is that the development of science and technology enables waste management to serve the needs of the people provided that the profit comes out of the middle. The only solution in the interest of the people is through their struggle and in conflict with their monopolies and power, to claim a single public state waste management body, without any involvement of individuals at all levels. Complete exemption of the people from the reciprocal fees and the excavations, implementation of waste reduction policies for recycling by source sorting and composting, fair and documented location of the relevant infrastructure.
