Urgent Circular for the "multiannual programming of Public Administration Human Resources 2022-2025" issued by the Ministry of Interior on 3the Of March.
It concerns the whole of Public Administration, even includes special instructions to them Local Authorities A 'and B' degree.
The Municipalities and the Regions they are called to submit at the Ministry of Interior multiannual planning, both for the same their Body, as well as for Legal entities and the Businesses their, as their "supervisor". For Local Authorities Societe Anonyme and the Local Government Associations, as their "supervisor", and therefore responsible for the registration of their plans in the application, has been set either the Municipality of their seat, or the Region, when it comes to its Legal Entity.
The Management Department of the seat of each Region should register in the application the multi-year recruitment planning of the Region as a whole, for all the Regional Units, as well as for its Legal Entities.
As for the regular staff, before the submission of the Multi-year Recruitment Planning plans by the Municipality / Region in the application, required to have preceded, with responsibility of the Body concerned by the project, the download below, as appropriate, Decisions:
– for positions of Municipalities and Regions: Her decision Economic Committee
– for NPDD positions, Links, Institutions of the Municipalities as well as of the NPDD of the Regions: Decision of the person concerned Council
– for NPID positions: Decision of the person concerned Board of Directors.
The plans for each year should be determined on the basis rational evaluation of needs each Body, based on possibility of coverage of the induced expenditure of the estimated credits each reference year, and in any case should to agree absolutely with the current Agency / Regulation.
They are included in the Circular more specific instructions for regular staff and staff ΙΔΑΧ, their contractors project, employees with an independent service contract, Lawyers / Legal Advisers, the term management positions of NPIDs of OT, etc..
The deadline for submission of Multiannual Recruitment Planning plans, is defined per Phase as follows:
– Phase A.: from 3.3.2021 to 17.3.2021
– Phase II: from 18.3.2021 to 31.3.2021.
