According to information, the purpose of the pre-publication of the guide for the new Saving is to give the Ministry of Environment and Energy the opportunity to those interested and engineers, to prepare in time for the application for inclusion in the new program.

Applications will be evaluated by energy scoring, economic and social criteria, the aid rate will reach up to 75% and the total program budget is 1 billion. of which 632 million. come from the Recovery Fund.

The subsidy rates for energy upgrade interventions are scaled as follows:
For individual income up to 5.000 euros and family up 10.000 euro, rate 75 %.
- From 5.000-10.000 euro individual and 10.000-20.000 family , rate 70 %.
- From 10.000-20.000 euro individual and 20.000-30.000 euro family, rate 55 %
- From 20.000-30.000 euro individual and 30.000-40.000 euro family, rate 45 %.
- From 30.000-50.000 euro individual and 40.000-60.000 euro family, rate 40 %
Owners can join the program (those who have a right in rem) for their main residence or for a rented house used as a main residence. In the second case the subsidy is 40 % regardless of income.
The maximum eligible investment budget is 0,9 euros per kilowatt hour of energy saved per square meter and 180 euros per square meter of the house (whichever is smaller) and with a maximum ceiling in each case 28.000 euro.
The evaluation criteria of the applications and the corresponding weight percentages are:
The cost of saving energy (50%).
The existing energy class of the property (5%).
The heating days (7%).
The age of construction (3%).
Individual or family income (15%).
The number of dependent children (5%).
Single parent family (5%)
Long-term unemployed (5%)
The integration in order of priority that was valid in the previous program is abolished.
The work should be completed on time 12 months after the adoption of the accession decision (The goal is to make decisions by the end of the year). In addition to energy saving interventions, the issuance of energy certificates will be subsidized, of electronic identity (which will be mandatory), engineers' fees and required permits.
The application submission and evaluation platform will operate at the TEE and will remain open for one month in order to have time to prepare.
