People with underlying diseases or with a rare disease belong to the vulnerable groups and are vaccinated against coronavirus with priority. Who is entitled to it and what is the process
particularly, a few days ago, published by K.Y.A.. Ministers of Health and State (Φ.Ε.Κ. B '1303 / 02.04.2021-FEK 1303), which determines the application process to a special Committee of the Ministry of Health (as defined in par. 2 of the article 57 of n. 4764/2020.
The application process will be done electronically, in a special application within the platform of appointments for coronavirus vaccination (emvolio.gov.gr).
The entry of natural persons - users in the Platform takes place after their previous authentication using the credentials of the General Secretariat of Information Systems of Public Administration of the Ministry of Digital Government.
In some cases, the application must be submitted by the treating physician. The treating physician is defined as the physician related to the declared specialty or the family physician.
Applications can only apply to the following categories of topics:
A. FIRST CATEGORY
Applications of natural persons concerning their inclusion in any of the categories of the individual phases of age criteria, which were not included in the prioritization categories either due to incorrect or incomplete or contradictory entries for any reason or due to their absence from the Public Registers.
aa) The application of the natural person should state in a concise manner the reason for his non-inclusion in the prioritization. In case of contribution of the age criterion or the necessary health problem, but, non-inclusion of the beneficiary in the respective category due to lack of registration in the Public Registers may be sent identification data (passport, PAAPA etc.).
BB) If the examination of the specific requests requires special knowledge of informatics and accessibility to public Registers, the Commission may set up subcommittees with the additional participation of specialized staff of the Ministry of Digital Governance.
γγ) During the elaboration of the application, the Commission may request the assistance of IDIKA SA.
B. SECOND CATEGORY
Patient applications related to applications for inclusion in the already existing prioritization categories, in which applicants were not included, while meeting the requirements of high-risk or high-risk diseases, as determined by the National Vaccination Committee.
aa) The patient's application should state in a concise manner the reason for not including him / her in the prioritization. The application is completed and submitted by a treating physician with registration of the patient's AMKA, of the disease with reference to the ICD10 code as well as the last date of electronic prescription. Check it right- of the above data is done by IDIKA SA.
BB) The Commission examines whether the conditions laid down for the patient to be included in the categories of high or high risk diseases are met and decides whether or not to include them in the categories..
γγ) After the completion of the processing of the application, the Commission notifies IDIKA SA. the inclusion of the specific patient in the respective prioritization category.
δδ) IDIKA SA. implement the applicant's accession in accordance with the Commission decision.
C. THIRD CATEGORY
Applications from individuals not appearing in the prioritization for vaccination, while the conditions of the disease are met, or because there are no relevant entries in the Public Registers or due to non-registration in the Public Registers of the applicant's illness (such as patients with full use of private medical insurance coverage or with own resources, for which there is no registration in the electronic prescription system).
aa) In this case the application is completed and submitted by a treating physician with the same details- of the citizen, as defined by relevant provisions, an indication of the ICD10 code of the disease and the medication administered.
BB) In order to examine whether the conditions for the patient to be classified as a high-risk or high-risk disease are met, the Commission may request that additional evidence of the applicant's illness be sent. (such as performing treatments or tests) and decide whether or not to join them.
γγ) After the completion of the processing of the application, the Commission notifies IDIKA SA. the inclusion of the specific patient in the respective prioritization category.
δδ) IDIKA SA. implement the applicant's accession in accordance with the Commission decision.
D. FOURTH CATEGORY
Applications of natural persons suffering from rare diseases or a combination of diseases not included in the categories of high or high risk diseases and wishing to be vaccinated.
aa) In this case the application is completed and submitted by the treating physician with the identification data of the citizen, as defined by relevant provisions, the indication of the ICD10 code of the rare disease or the ICD10 codes of the combination of diseases and the administered medication.
BB) The Commission groups applications by disease category and number of applicants. The Commission then forwards the grouped applications to the National Vaccination Committee for an opinion on their acceptance or rejection of inclusion in the categories of high or high risk diseases.. This category of applications does not concern the examination of individual applications for inclusion in the category- high-risk or high-risk diseases but only in a single examination of all pending applications for inclusion in a relevant disease category or combination of diseases.
γγ) Only in the case of a positive opinion of the National Vaccination Committee is the whole category included, with all patients in priority- vaccination of the respective category.
δδ) Following the opinion of the National Vaccination Committee, the Commission notifies IDIKA SA the inclusion of the specific category of patients in the respective prioritization category.
EU) IDIKA SA. implements the inclusion of the respective category in the prioritization according to the opinion of the National Vaccination Committee regarding all those included in the category regardless of the submission or non-submission of an application by each of them.
5. FIFTH CATEGORY
Parent requests, guardians or caregivers of children under the age of 16 years with underlying high-risk diseases.
aa) The application is completed and submitted obligatorily by a treating physician specializing in Pediatrics with registration of the patient's AMKA, of the disease with reference to the ICD10 code and simultaneous registration of the AMKA up to two caregivers.
BB) The Committee examines the application and may request IDIKA to include the specific parents, caregivers or caregivers of patients in priority vaccination.
The law stipulates that the application is examined within a reasonable period of time by a competent Committee of the Ministry of Health.. The Commission shall communicate the result of the request to the e-mail address (e-mail) stated by the applicant (natural person or doctor, where the application is required to be submitted by a treating physician), at the time of application.
