The full package of support measures in order to heal the wounds of the fire victims from the fires of the last days as well as a reconstruction plan especially for Evia for the next day of the catastrophic fire flame was announced yesterday.
The beginning was made by the prime minister in the cabinet, while the baton was taken by the competent ministers to specify the measures. Mr.. Mitsotakis set as a priority the support of residents and businesses that were hit by the latest fires "first and above’ all of northern Evia, but also of northern Attica, of Ilia, but also of Mani ".
As the Prime Minister stressed, the measures will concern three levels, with the first being the level of immediate compensation for every fire victim in any part of the country, no matter where he is.. Priority will also be given to a range of relief measures for all those tested by the fire. So, their debts and tax liabilities will be suspended, while especially for the two Municipalities of northern Evia this suspension will apply to all residents- regardless of whether they themselves have been affected- as the government considers that overall this area has suffered a very large financial loss.
The second level is the level of restoration projects (cleaning, trunk harvest, the main flood defenses, reforestation, strengthening prevention), and the third level is the level of mid-term planning of productive reconstruction, especially in the area of northern Evia, by setting up a special reconstruction committee, economic reconstruction of northern Evia, led by Stavros Beno.
Referring specifically to the measures for those who have lost their homes, Mr.. Mitsotakis stressed that the housing assistance will amount to houses that were destroyed or have damage until 150.000 euro. Please note that an immediate deposit will be paid 20.000 euro, 12.000 euros or 5.000 euros depending on the degree of wear of each building, while emphasizing the fact that the procedure will be simple and these amounts will be paid with a simple request from the 18 August on the arogi.gov.gr platform.

For those who have been completely destroyed, 20.000 euro, of which 14.000 EUR is the advance payment for the housing assistance and 6.000 compensation for household goods.
For those that have not been completely destroyed but are temporarily uninhabitable, 12.000 euro, of which 8.000 EUR is the advance payment for the housing assistance and 4.000 compensation for household goods.
For houses with serious damage but habitable, 5.000 euro, of which 3.000 EUR is the advance payment for the housing assistance and 2.000 compensation for household goods.
Other buildings and business properties
For buildings that have been completely destroyed, payment in advance 14.000 euros for housing assistance.
For buildings with severe damage that are temporarily non-functional, 8.000 euros for housing assistance.
For buildings with serious damage but functional, 3.000 euros for housing assistance.
A platform will be opened at AADE (arogi.gov.gr) where the citizens will submit with a responsible statement the extent of the damage they have suffered for each property. The platform will open in the next few days and the payment of first aid will start in the coming weeks.. Alongside, will be recorded by the Ministry of Infrastructure, to determine the final amount of damage after filing by the victim.
The extra amount for the housing assistance will be paid after the examination of the file is completed, while if no file is submitted or a lower amount of damage is determined in relation to the advance payment, the difference will be accounted for as unduly paid.
Immediate provision of first aid for companies that have building facilities, including livestock, pig and poultry farms and agricultural holdings, for mechanical equipment, raw materials, goods, means of production and damaged vehicles, as follows:
8.000 euros to companies whose facilities have been completely destroyed.
4.000 euros where the facilities have not been completely destroyed, but have suffered serious losses which make it impossible to do business.
2.000 euros to other companies with serious equipment damage, raw materials, goods or vehicles, but they are functional.
Immediate provision of first aid is also provided for agricultural holdings whose plants have not been damaged or do not have facilities and have suffered damage to perennial crops., as follows:
4.000 euros if areas above 50 acres.
2.000 euros if areas between 10 and 50 acres.
1.000 euros for smaller crops.
The livestock insured with ELGA is reimbursed by ELGA. For annual crops, in collaboration with the Ministry of Rural Development and ELGA, immediate response to the damage is under way, in the context of individualized de minimis aid.
In collaboration with AADE, A special platform is being created and will be available in the coming days, through the same portal, for first aid, where beneficiaries will be able to apply for and receive financial support in the coming weeks. Alongside, in cooperation with the competent committees of the regions and with the participation of ELGA, where required, the Ministry of Finance will provide an advance 20% on the estimated loss to the affected companies, from the first weeks after the demarcation of the affected areas. This advance will be supplementary if the damage exceeds the amount of first aid. The advance payment includes the agricultural holdings.
End, It is envisaged to subsidize part of the total estimated loss to affected companies, including agricultural holdings. Specifically, upon completion of the evaluation process by the competent committees of the regions, will be subsidized, incorporating first aid and down payment, until the 70%, of the total estimated damage based on n. 4797/2021, to repair the damage and reopen it.
The article will be activated for the immediate completion of the subsidy process of the affected companies 18 of n. 4797/2021, in exceptional cases of large-scale damage and compensation will be awarded to the committees- by decision of the Ministers of Finance and Interior- to achieve the timely realization of the recording and evaluation project.
Exemption for affected businesses and agricultural holdings from the repayable part of the "repayable advance". The exemption is made by issuing a relevant certificate, after examining the damage by the district committees.
The real estate (buildings, plots, farms) which have been proven to be completely destroyed or have functional damage that makes them uninhabitable, are exempt from ENFIA for years 2021, 2022 and 2023. This process will initially be launched through the same platform of AADE, and then will be certified by examining the file by the competent department of the Ministry of Infrastructure.
Rental / cohabitation subsidy from 300 to 500 euros per month, to cover the costs of temporary housing for permanent residents, whose homes were hit by the fires.
Natural and legal persons affected and beneficiaries of housing assistance and / or business subsidy measures, the payment of all outstanding issues is suspended- certified and overdue- tax liabilities for 6 months. Respectively, by decision of the Ministry of Labor is given the possibility to suspend for 6 months the insurance contributions of the affected companies and entrepreneurs.
In collaboration with the Hellenic Banking Association, it is being launched, on behalf of credit institutions, the suspension of the payment of any form of informed obligations for the natural and legal persons affected and who are beneficiaries of the measures of the housing assistance and / or the subsidy for the enterprises. These include loans granted through the Guarantee Program and TEPIX II of the Hellenic Development Bank.
For natural and legal persons, as well as the legal entities affected and beneficiaries of the housing assistance and / or business subsidy measures, the execution of any enforcement action on their movable or immovable property is suspended. The duration of the suspension will depend on the size of the damage. Suspension occupies, Especially, conducting auctions, seizures, abortions and personal detentions.

Additional interventions in municipalities of Evia
Tax suspension measures, insurance and loan obligations and enforcement actions apply to all legal and natural persons in the municipalities of Mantoudi- Λίμνης- Saint Anna and Istiaia- Edipsos, regardless of whether they have suffered individual damage from the fires.

At the same time, the State Aid Account of n. 4797/2021 for the collection of private contributions in order to support the victims, with strict rules of accountability and full transparency.
Medium-term measures to strengthen the civil protection and restoration of the country's natural wealth. For this purpose, has been provided from the resources of the NSRF Recovery Fund, the utilization 16 billion. euros to 2027, of which 10,5 billion. euros from the Green Transition Recovery Fund and 5,5 billion. euros from the NSRF as an adaptation to climate change.
In this context, The following reform initiatives are being implemented immediately:
A. National Civil Protection Program "AIGIS":
After signing on 28 January 2021 the relevant financing agreement from the European Investment Bank, The longest-running civil protection upgrade program was approved in June this year, with the name "AIGIS".
Its total funding is high 1,76 billion. euro, with 595 million. come from the European Investment Bank, 408 million. euros from the Recovery Fund and 757 million. euros from the NSRF of the period 2021- 2027.

Supply of state-of-the-art intelligent fire detection and extinguishing systems.
Procurement of early warning systems for natural and man-made disasters.
Supply of mechanical equipment and construction machinery.
Creation 13 Regional Business Centers for Civil Protection and 64 Local Business Centers.
B. National Reforestation Plan and implementation of Flood Protection Projects:
They were originally predicted 224 million. euros from the Reforestation Recovery Fund 165.000 acres. The project aims at the restoration of burned areas but also at the qualitative differentiation of the new reforested areas, with new varieties, more resistant to summer fires.
In addition, have been provided 110 million. euros from the Recovery Fund for multi-purpose investments, with the aim of reducing flood risks, the supply of water for irrigation purposes in areas with high drought during the summer season and the enhancement of effective water management, in selected areas in Greece.

C. Issuance of a green bond:
The Ministry of Finance, in collaboration with ODDIH, immediately after the completion of most of the loan and management program for the current year, launched an investigation, from the beginning of June, for the creation of a framework for the issuance of Greek government bonds, the credit income of which will be used for projects, actions and programs of the State with an exclusive orientation towards green and sustainable economic development.
