Gov-ERP: Another tool in the digital "quiver" of the state, this time to shape the country's economic policy, puts the Ministry of Digital Governance.
This is the Gov-ERP project "Reform of the Financial System in Central Administration and Other General Government", which will provide in real time the accurate and reasonable presentation of the financial situation of the Central Administration, but also of all the bodies of the General Government and their property structure.
The international open competition has already been published and, under a relevant program agreement, the play, total budget 51,5 million. euro, will be developed by the General Secretariat for Fiscal Policy of the Ministry of Finance and the General Secretariat for Information Systems of Public Administration (ΓΓΠΣΔΔ) of the Ministry of Digital Government, with the implementing body the Information Society SA.
The time of implementation of the project, which is one of the first to join and start under the Recovery Fund, calculated in 48 months and will enable:
- recording all public cash flows, at all stages of the expenditure,
- acceleration of Central Administration payments,
- correct and immediate assessment of the country's creditworthiness,
- improving training processes, budget implementation and monitoring,
- convergence of the Chart of Accounts with the Chart of Accounts of the Greek Accounting Standards and compatibility with other international financial classifications (THAT 2010, GFSM 2014).
In addition, GoV-ERP will include:
1 The operation of the new, upgraded Integrated Financial Management Information System (ΟΠΣΥΔΔ).
2 Satisfaction of the needs of the new Accounting Framework for the General Government (ΛΠΓΚ), as it is formed after the publication of the P.D.. 54/2018. The new system will support the application of full accrual basis accounting (accrual basis), according to the new accounting framework, which is based on internationally recognized accounting standards for the public sector (such as IPSAS).
3 The ability to monitor all financial stages of contract execution and procurement. also, will support import, storage and monitoring of all financial documents to be provided by traders (suppliers, providers, contractors etc.) and almost all the financial accounting subsystems involved will be updated in real time, such as warehouses, asset registers, registers of financial assets, financial liabilities, warranty registers, financial risk registers, etc.. The procurement process will be supported by a coding / categorization system of goods and services.
4 Direct communication, through the "Interoperability Center" of GGPSDD, with all horizontal systems of the State, such as TAXIS, e-PDE, ΕΣΗΣΗΣ, KIMDIS etc..
5 The preparation and implementation of a performance budget and the introduction of the environmental dimension of the budget (green budgeting).
6 Monitoring the liquidity of the Central Administration and other bodies of the General Government.
