Conversely, time counts for the new Save, as it is estimated that the relevant platform will be "open" for the submission of applications by mid-December.
The start of the program went back in time for one last "facelift", to allow more people to apply for grants for work that will upgrade their homes.
The competent Ministry of Energy and Environment prepares the complete guide for the implementation of the new Economy, which contains last minute changes and is expected to be published within the next ten days.
One of these changes is that it will be allowed to those who acquired property within it 2021 to claim the subsidy: Today, according to what is foreseen no house even if it was built a few decades ago is not subsidized if it was transferred within the current year, thus leaving thousands of old homeowners out of subsidies.
In addition, the guide will incorporate both the extra fund for the financially vulnerable, as well as the adjustment of costs for a wide range of materials whose prices "escaped".
Coverage of increased costs
Since the summer when the basic principles of the new "Save" were announced, there has been a period - "fire" that brought up- down in the building materials market with huge cost increases.
This development forces the Ministry of Environment and Energy to make adjustments to the ceilings that a household can spend, in order to cover the increased costs.
In addition, the "part" of the Program that concerns vulnerable households must be specialized., but also to make the necessary changes to allow subsidies and property owners who have changed hands within the 2021 and are excluded so far from the new Save.
Given that the order of priority is abolished and applications will now be evaluated on the basis of specific criteria, Applications will be submitted electronically for a period of one month from the start date of the program and will be simultaneous throughout the territory.
New I save: What should households do?
However, households should start preparing for applications now, while they should be aware that the First Energy Efficiency Certificate is required - which classifies their residence in the energy class based on the current characteristics of the property - and that the total eligible budget for the works should not exceed 28.000 euro.
But which interventions are subsidized;
- Replacement of frames
- Installation of thermal insulation
- Cooling - heating systems
- Lighting upgrade
As for these changes have to do with growth 10%-15% of expenditure ceilings per category in some of the eligible interventions.
It should be noted here that the new "Saving" adopts a completely different philosophy in subsidies for "DIY" at home compared to previous cycles. His logic of "whoever got… saw the state aid" went.. "Walk" and a new scoring model was adopted.
New category only for vulnerable households, introduction of social criteria for the disabled, large and single-parent families, criterion of grade days, which takes into account the climatic conditions prevailing in each region, but also estimated annual energy savings based on the proposed intervention costs, are just some of the innovations of the new "Save".
All these elements, but also the income situation of a household, will essentially determine who is eligible for the energy upgrade subsidies for a home, through a scoring system.
The budget for the vulnerable
In fact, a separate budget is created 100 million. for energy vulnerable households through which - among other things - guarantees will be provided to banks, in order to disburse loans that will cover private investment.
Priority for integration will be given to people with disabilities, single parent families, long-term unemployed, large families, low-income households, lower energy class buildings located in areas with higher heating needs and older structures.
The "last minute" interventions include the one that has to do with the property owners who were transferred within the 2021: This category of citizens was excluded from subsidies, but in this detailed Guide will change and will gain the right to claim energy upgrade funds and those who acquired their property this year.
The income criteria for subsidies through the new Save
But what does the program provide in terms of grants, but also income criteria;
The subsidy ranges from 40% until 75% of total expenditure and in particular the subsidy rates for energy upgrade interventions were scaled as follows:
- For individual income up to 5.000 euros and family up 10.000 euro, rate 75%.
- From 5.000-10.000 euro individual and 10.000-20.000 family, rate 70%.
- From 10.000-20.000 euro individual and 20.000-30.000 euro family, rate 55%
